You can do Dawnguard as non-Dragonborn, because I've done it (my first time to Blackreach, in fact!), BUT you will need to be prepared to cast a spell to gain access to the College (and join it), i.e. you can't use the 'I'm the Dragonborn, pal, can't you make an exception?'
