Hanzo has 2 dragons not due to any sort of backstory, but due to a design change. Hanzo originally had only 1 dragon, but the Overwatch team felt it didn't show exactly where his ult was well enough. People kept complaining about how they were outside of the 1 dragon and still got killed, so it was changed.
