Answer: Evolutions aren't triggered at a specific level, but rather by what item you use on Eevee. Use a Fire Stone and it will turn into Flareon, a Thunder Stone turns it into Jolteon and a Water Stone results into Vaporeon. Once it's changed, you can't go back.
