Answer: It's your choice. i've found the best way is to complete playthrough 2, then tackle the DLC. the Loot will be at your Level. After you destroy the Destroyer in playthrough 2, everything will level scale (Knoxx being the exception).

Should i play outer wilds dlc before or after main story?
Answer: I'd suggest beating the main game before starting the DLC, it's its own separate place and is a better experience after finishing the main game. You can poke around in it if you want though, it won't really spoil anything.
